CSW68: Nederland zit in het bestuur!

Nederland is op dit moment een nieuw lid in de CSW Bureau. Wat betekent dit voor de invloed die Nederland kan hebben op het proces en de uitkomsten van de CSW? En is dit nou juist een voordeel of niet voor het Nederlands maatschappelijk middenveld? We bespraken het afgelopen 28 juni samen met Robin de Vogel van de Permanente Vertegenwoordiging (PV) bij de VN in New York.  

Lidmaatschap 
Joke Brandt, de Nederlandse Permanent Vertegenwoordiger bij de VN, zit in de Bureau namens de ‘West-Europa en Andere Landen Groep’. In deze ‘Andere Landen Groep’ zitten onder andere de VS en Israël. Landen bepalen zelf of ze een ambassadeur of een expert afvaardigen voor deze rol. Een volledig overzicht van de leden staat online (hier).  

 

Het lidmaatschap is voor twee jaar. Nederland is dus Bureau-lid tijdens de 68ste CSW in 2024, maar ook tijdens Beijing+30 in 2025. In dat jaar worden er geen Agreed Conclusions uitonderhandeld maar komt er een politieke verklaring en onderhandelen de landen over de CSW-thema's vanaf 2026.  

 

Wat doen ze (niet)? 
De Bureau is het dagelijks bestuur of presidium van de Commissie (CSW). Het speelt een belangrijke rol bij met name de voorbereiding en werkmethodes van de jaarlijkse CSW-bijeenkomsten. De Bureau werkt hierbij nauw samen met UN Women. 

 

Het is natuurlijk niet de bedoeling dat Bureau-leden alvast inhoudelijk met elkaar gaan onderhandelen. UN Women - en niet de Bureau - is verantwoordelijk voor het schrijven van de SG report (een inhoudelijk rapport van de Secretaris Generaal van de VN, dat gebruikelijk in december wordt gepresenteerd en een inhoudelijk startpunt is voor de CSW) of de zero draft (de eerste concept onderhandeltekst van het slotdocument). Ook selecteert UN Women de experts voor de Expert Group Meeting die in oktober plaatsvindt en waarvan de inhoudelijke papers en presentaties input leveren voor de SG report.  

 

De facilitator  
Antonio Lagdameo uit de Filippijnen is de voorzitter van het dagelijks bestuur. Hij mag de facilitator aanwijzen voor de komende CSW, die de onderhandelingen zal modereren. Het afgelopen jaar was dit de ambassadeur uit Argentinië. De nieuwe facilitator wordt waarschijnlijk bekendgemaakt in september.   

 

Nederland lijkt wel bereid deze verantwoordelijkheid op zich te nemen mocht die kans, dit jaar of volgende jaar, zich voordoen. Het vergt wel veel capaciteit en het zou de tijd bij de PV voor interactie met maatschappelijk middenveld wel kunnen beïnvloeden. Ook is het niet mogelijk om tegelijkertijd in het EU-onderhandelingsteam te zitten, een rol die Nederland het afgelopen jaar op zich had genomen. 

 

Gesloten paragrafen 
Bij de 67ste CSW was het de facilitator, met steun van de Bureau, die het nieuwe proces van ‘gesloten paragrafen’ voorstelde. Het hangt van de nieuwe facilitator en de andere Bureau-leden af of dit ook bij de komende onderhandelingen gebruikt gaat worden.  


Youth Dialogue 
Afgelopen jaar vond ook voor het eerst de Youth Dialogue plaats tijdens de CSW. Dat is een nieuw onderdeel van de werkmethoden (‘methods of work’) van de CSW. Hier valt nog heel wat op te verbeteren in proces en uitvoer, dus hopelijk kan Nederland daar aan bijdragen vanuit hun Bureau-lidmaatschap.  

 

Al lijkt de 68ste CSW nog een eind weg (11 - 22 maart 2024 om precies te zijn), de voorbereidingen zijn alweer gestart!

CSW68 Youth Dialogue statement by Fenna Timsi

  Dutch youth representative Fenna Timsi gives her statement in the CSW68 Youth Dialogue On Thursday afternoon, 14 March 2024, the Dutch youth representative Fenna Timsi gave her statement in the CSW68 Youth Dialogue inside the UN. Today the CSW’s main outcome document, the Agreed Conclusions, continued. At this CSW66, it is not only essential that we move forward on gender equality issues, but also on climate, environmental and disaster-risk reduction action! We need to connect to existing discussions in different UN-spaces to ensure that our discussions here in New York strengthen our intersectional, transformative climate action and that gender equality is central. Because we want this CSW to ensure that we deal with environmental & climate crises as coherently and strongly as possible. We can’t wait any longer!
