Voorzitter CEDAW: VN-Vrouwenverdrag is juridisch bindend

Dubravka Simonovic, voorzitter van het expertcomite dat toezicht houdt op de naleving van het VN-Vrouwenverdrag, maakte deel uit van het expertpanel op dinsdagochtend 25 februari. Ze wees op de omvattende reikwijdte van het verdrag (bestrijkt alle aspecten van het leven), daarmee de ondeelbaarheid en de onderlinge samenhang van mensenrechten onderstrepend. Ze erkende dat het Verdrag geen expliciete bepaling bevat over het financieren van gender equality en empowerment van vrouwen. Echter: "It is clear that the Convention as legal binding instrument contains international obligations to fully finance its implementation. " Vervolgens vatte ze de belangrijkste bevindingen uit de Concluding Remarks inzake 69 State Parties de afgelopen twee jaar samen (paper Dubravka Simonovic, in English). Slechts 13 van de 69 staten had het committee kunnen complimenteren wat betreft de financiering van de implementatie van het Verdrag.
In het debat, mede in reactie op vragen en opmerkingen van de verschillende (regerings)delegaties onderstreepte Simonovic verschillende malen dat het bij het implementeren van CEDAW niet om intenties gaat, maar op resultaat, juist vanwege het verplichtend karaker van het Verdrag.

Hieronder lees je de presentatie met aandachtspunten voor de Nederlandse CSW delegatie gegeven door Britt Myren, Atria, tijdens de CSW69 NGO briefing op de Nederlandse ambassade (Permanente Vertegenwoordiging) in New York. Access Denied Campaign
