Achter gesloten deuren

Sinds maandag is het moeilijker voor NGO’s om effectief te kunnen lobbyen. Het bureau (het dagelijks bestuur) van de CSW heeft besloten dat de deuren tijdens de informals gesloten blijven voor NGO’s. Er is veel verontwaardiging vanuit civil society. De NGO’s zijn nu grotendeels afhankelijk van regeringsdelegaties om op de hoogte te kunnen blijven van de actuele stand van zaken. Helaas zijn de Nederlandse delegatieleden voor ons moeilijk te bereiken door drukke werkzaamheden, deels achter gesloten deuren.

Desalniettemin hebben we ook inspirerende en motiverende momenten beleefd. Tijdens de bijeenkomst ‘Keeping our promises to girls: Implementing CSW 51’, spraken twee meisjes in een panel. De 16 jarige Denise Milice uit Mozambique sprak over haar eigen ervaring om actief betrokken te zijn bij de implementatie van het programma van de working group on girls. Dit programma van UNESCO had haar volgens eigen zeggen een ‘empowerd girl’ gemaakt. Echter is het lastig om voldoende fondsen te werven voor dit onderwerp. Hier konden wij mooi op inspringen. Aparte budgetrichtlijnen voor jongerenparticipatie blijken opnieuw essentieel te zijn. Verder werd het belang van toegankelijkheid en kwaliteit van onderwijs voor meisjes door meerdere panelleden benoemd als essentieel punt voor girl empowerment. Wij hebben benadrukt dat comprehensive sexuality education in het curriculum moet worden opgenomen om gender equality te bevorderen en de Millenium Development Goals te behalen. Dit statement werd positief ontvangen.

Tijdens een andere bijeenkomst voor NGO’s, geleid door de EU voorzitter Slovenië, werden de grootste discussiepunten in de onderhandelingen over de agreed conclusions benoemd. Een van de opmerkelijkste discussiepunten was “How to stick to the subject”. Financing for gender equality roept blijkbaar snel andere overschaduwende kwesties op. Ook SRGR (Seksuele en Reproductieve Gezondheid en Rechten) blijft een heikel discussiepunt. Gisteren hebben een aantal landen, ook Europese landen, maar niet Nederland, seksuele en reproductieve gezondheid voor meisjes en vrouwen expliciet genoemd om opgenomen te worden in de agreed conclusions. Wij zijn op zoek naar de Nederlandse delegatieleden voor nadere verklaring.

Daarnaast was er een voorstel om een paragraaf op te nemen over de feminisering van HIV/AIDS, omdat jonge meisjes de meest kwetsbare groep vormen. Het is belangrijk om deze epidemie vanuit een gender perspectief te benaderen. Op dit moment komt het meeste geld voor AIDS preventie en behandeling terecht bij mannen. Dit is weer een voorbeeld dat deze CSW belangrijk is. Er moet meer gekeken worden naar gender mainstreaming in budgetlijnen.

Bedankt voor de update! Flink aan het lobbyen lees ik! : )

Ik ben helemaal voor aparte budgetlijnen voor jongeren! Als lezers van deze blog hier voorbeelden en best practices over hebben, hoor ik het graag (zie email onderaan). Dieuwke en Annelies, tot snel heldinnen!

ARTivism for Change: Creativity as Resistance at CSW69

"Beat back the radicals!"

“We will beat back the radicals and we will fight all their falsehoods and we will help as best we can all the faithful UN delegations trying to help the unborn child. But, the Friday Fax and our presence at UN headquarters is not free. In fact, it is terribly expensive. Would you be able to make a sacrificial donation to our work of $500? $100? $50?” This quote is from a newsletter of an American based organization working to stop any agreement at the UN that might possibly be understood to mean that women can have a choice in their  reproduction. It is quite ironic to see the violence in the language, beat back the radicals, from a group who are working at the UN meeting devoted to ending Violence Against Women.
