GEAR campagne

Loeky Droesen is bestuurslid van wo=men en programma medewerkster vrouwenrechten bij Aim for human rights.

“Na het gesprek met Lisa vertrokken we samen naar een side event in het church center. We wilden de laatste stand van zaken horen over de GEAR campagne. De VN praat al jaren over hervormingen van het systeem. In die gespreken werden de belangen van vrouwen over het hoofd gezien. Zo zaten er in het VN overleg comité nauwelijks vrouwen. Op het moment zijn er vier organisaties binnen de VN structuur die allemaal iets doen aan Gender gelijkheid: DAW, OSAGI, INSTRAW en UNIFEM. Gezamenlijk hebben die clubs ongeveer 200 miljoen aan budget. Dat lijkt misschien veel maar als je de budgetten van ander VN onderdelen ernaast zet, is het niets.

Een aantal vrouwenrechten organisaties hebben het hervormingsdebat als een kans gezien om het onderwerp Gender gelijkheid een betere plek te geven binnen de VN. Ze voeren een campagne, de GEAR, (van Gender Architecture) campagne die nu door honderden organisaties wordt gesteund. Aim for human rights en wo=men zijn er twee van.Charlotte Bunch en de regionale vertegenwoordigers van de GEAR lichten ons in over de laatste stand van zaken. Het is een technisch verhaal over structuren en bevoegdheden, maar we weten allemaal dat macht en geld belangrijk zijn en dus moet je zorgen dat je meedenkt over de structuur van een organisatie.

Wat wil GEAR? Een vernieuwd VN onderdeel dat zowel op normatief (beleid/regelmakend niveau) als op operationeel (op programma niveau) gebied kan werken. Dat laatste is vooral van belang in landen waar een groot deel van het geld voor projecten op het gebied van gezondheidszorg, onderwijs ect uit VN fondsen komt. Tot nu toe was er binnen de VN op nationaal niveau niet veel aandacht en kennis op het gebied van Gender. Dat betekent in de praktijk dat geld wordt uitgegeven op een manier waar vrouwen soms niet beter van worden. De nieuwe organisatie zou dat moeten verbeteren.

Verder wil GEAR een organisatie waarin NGO’s mee mogen beslissen over het beleid en we willen een groot budget. Als Nederlandse NGO’s steunen we de gedachten van GEAR en waren we blij te merken dat Nederland ook een positieve rol speelt in de vooruitgang van dit proces binnen de VN. Nederland wil zich o.a hard maken voor de toegang van NGO’s. Binnenkort komt er een VN rapport uit met nieuwe voorstellen ter discussie van de lidstaten. De GEAR campagne zal de komende jaren nog flink moeten lobbyen maar er is al veel bereikt. Loeky Droesen

ARTivism for Change: Creativity as Resistance at CSW69
